Personal Outcomes Evaluation Tool (POET)

The Personal Outcomes Evaluation Tool (POET) has been designed to capture the views of children and young people, parents/carers and practitioners about the experience of obtaining an Education Health and Care (EHC) plan and in some cases, a personal budget and related outcomes. The Children and Families Act aims to transform the SEND system to better meet the needs of children, young people and their families. The national and local data generated by using POET provides a way to evidence this change and influence implementation locally and nationally.

This is the 4th year that Liverpool City Council has taken part in the POET survey, which is a national survey devised by a charity called In Control and the Centre for Disability Research at Lancaster University with funding from the Department for Education (DfE).

We will use the results from the POET survey and other locally sourced intelligence to monitor how we are doing and how we can make improvements.

What is POET?

POET - the Personal Outcomes Evaluation Tool - has been designed to capture the views of children and young people, parents/carers and practitioners about Education, Health and Care (EHC) Plans.

Why are Liverpool involved?

The DfE's March 2015 publication SEN and disability: supporting local and national accountability, describes the Department's view that there should be a combination of local accountability measures; data analysis and independent inspection to show how the SEND system is performing, which parts are working well and less well and whether outcomes are improving for children and young people. POET is suggested as one of the ways in which data and intelligence might be collected.

What are we being asked to do?

Liverpool will be asking the following groups to complete a POET questionnaire;
Children/Young People; Parents/Carers; & Practitioners

There will be a separate questionnaire for each of the three groups. It is estimated that the questionnaire will take about 10-15 minutes to complete. You do not need to give any personal details, and there will be no way of identifying individuals. The information will then go directly to In-Control for collection and analysis.

How will the results from the surveys be used?

Here in Liverpool we will use the results of this survey to monitor how we are doing, and how we can make improvements. 'In-Control' will publish a national report to help improve the way things are done for others in England. The National Report will be published in Autumn 2019 and Liverpool will receive an individual 'benchmarking' report once enough surveys have been completed. We will share the results and what we will be doing as a result of the findings.

What is the timeframe?

We will be using the questionnaire for the academic year, September 2018 to July 2019.
