Targeted Services for Young People
Targeted Services are part of the City Council and consists of the Youth Offending Service, Targeted Youth Support and the Adolescents Team. The service has both statutory and voluntary teams working with children, young people and their families from age 10 – 17 (24 for young people with additional needs). It is a multi-agency service, drawing on skills from the public and voluntary sectors. It has workers from the local authority, health, Addaction, education, Career Connexions, National Probation Service, as well as links to local agencies and voluntary organisations.
The Youth Offending Service is made up of a prevention team, court team, tracking team and North and South area teams. The prevention team will work with young people on a voluntary basis who are showing indicators of becoming involved in criminality. Referral is from professionals or meetings such as the LIT. The court team are based in Queen Elizabeth II and represent YOS onsite. The tracking team track the education, employment or training (EET) status of all Liverpool residents in academic years 11 to 14 (or up to Year 20 for those with EHCP). They maintain a database of up to 20,000 young people from which a statutory return to the DfE is made each month. The database is shared with Halton, Knowsley and Wirral Las. They work with commissioned partners, Career Connect, to provide support to those year 12-14 Liverpool clients who are not in education, employment or training (NEET). The area teams carry out work on behalf of the courts to any young people that have been given a statutory order. Assessments, intervention programmes, risk management and community reparation work are all carried out by case managers
The Adolescents Team specialise in working with young people who have either been missing or have indicators of exploitation. Referral is from the police, Children’s Services or the MACE (multi-agency criminal exploitation discussion/meetings). They carry out: Single Assessments and planning to address concerns linked to child exploitation, Child in Need, Child Protection Plans and S47 enquires, Pre proceedings/care Proceedings, Missing return home interviews, Attending the Child Exploitation Response Meetings (CERM), Attending the Operational and Strategic Multi Agency Child Exploitation Meetings (MACE)
Targeted Support is a team of targeted youth workers. Involvement is on a voluntary basis and can cover:
- Young people who are NEET
- Young people who are looked after
- Disabled young people (up to the age of 24)
- Young people who are struggling with their emotional health and well-being
- Young people coming from new communities
- Girls groups
Referrals are from professionals, for young people who are not in mainstream provision and/or have additional support needs.
